Comments:	This part of the unscheduled care project will assess whether the handover of patients by ambulance crews to accident and emergency staff is being managed effectively to improve the unscheduled care received by citizens. To address this question, we will consider: 1. Implementation of the new data collection methods 2. Whether the new targets being achieved without unintended consequences 3. Whether the new targets supporting improvements by enabling ambulances to turn around more rapidly. The primary element of our methodology will be unannounced spot check visits to each major accident and emergency department to observe the recording of the handover data and to speak to staff involved in using the new systems.
