The overall purpose of the project is to examine the whole system of unscheduled care from the citizen’s perspective. The project will not be a review of the Assembly Government’s Delivering Emergency Care Services or its implementation, but the findings of the review are intended to help inform implementation of the strategy and to provide a baseline from which progress might be assessed.
The project will take a modular approach to build on the ambulance follow-up project that we have already delivered. The new modules are:
• a review of NHS Direct;
• a spot check audit of the recording of the new handover targets for patients taken to accident and emergency departments, which aims to provide assurance that the data is being accurately recorded and that the new targets are helping support improvements in ambulance crew capacity;
• a review of out-of-hours care that will include primary care, social care and mental health services; and
• an over-arching review of the system of unscheduled care, considering patient pathways, costs, demand and good practice from elsewhere in developing the unscheduled care system.
While the project will focus on elements of the health system, the review will also consider the interfaces between health and social care. The whole systems review will also consider three unscheduled care pathways – falls, breathlessness and chest pain - and a key element of the project will be to identify and draw on shared learning and good practice from within Wales and beyond.
