Concordat Implementation

Implementation of the Concordat has been on-going for some considerable time.  The Implementation Plan explains the approach being undertaken in implementing delivery and also sets out some key implementing milestones.

Wales Improvement Board

Local authority social services are provided by the 22 local authorities in Wales.  The Wales Programme for Improvement is designed to improve the performance of local authority services, including social services.  The programme is overseen by an Improvement Board, and an Inspection sub-group is charged with improving co-ordination of inspection, audit and regulation.  A number of key strands of work in relation to the social services aspect of the Concordat is being taken forward through the Inspection sub-group of the Wales Improvement Board.

Making the Connections

The Concordat is consistent with the Welsh Assembly Government's aim to improve the way public services are delivered in Wales.  Making the Connections: Delivering Better Services for Wales sets out an express desire to maximise efficiency gains through scale economies or more effective co-operation and co-ordination between agencies across the whole public services.

Welsh Assembly Government

The Welsh Assembly Government is strongly committed to improving the way public services in Wales are delivered and to improving services for patients, service users and carers.  It welcomes the Wales Concordat, which it expects will be instrumental in both helping health and social care providers in Wales to improve services for patients, clients and their carers, and also for delivering a significant and measurable impact on the co-ordination and effectiveness of audit and inspection programmes in Wales.
 
In November 2008 the Welsh Assembly Government issued a policy statement on Audit, Inspection and Regulation for consultation. The policy statement focuses on the role that audit, inspection and regulation will play in delivering top quality public services to the people of Wales.
 
For the first time, the consultation statement brings together policy on inspection, audit and regulation across all public services in Wales. It sets out a number of aims and principles for how external review bodies can support improvements in the delivery of public services. This includes taking a more citizen focused and proportionate approach to work, increasing joint working and better coordinating activities.
 
The Wales Concordat was identified as an example of work in Health and Social Care, already being undertaken by external review bodies, consistent with the principles laid out in the Policy statement
 
Concordat Implementation Report Published
 
The Wales Concordat Report on Implementation Progress was published on 30th November 2007. The report details progress that signatories have made against the milestones that were published in June 2006.
 
The Implementation Report that covers the period from May 2005, when the Concordat was signed, until March 2007 highlights considerable progress that has been made in implementing the objectives of the Concordat. It is notable that since the Concordat was signed there has been significant improvement in the level of co-ordination and co-operation between signatories and the report cites many examples of this.
 
The report also acknowledges that there is still room for improvement and lists additional actions that are underway or planned that will further reduce unnecessary burdens resulting from review activities and support improved services for service users and their carers.
 
The second Wales Concordat report on implementation progress covering the period from 2007 to 2009 is due to be published soon.
