In May 2005 the principal external review bodies inspecting, regulating and auditing health and social care in Wales agreed a set of objectives and practices (A Concordat) to support the improvement of services for patients, service users and carers and to eliminate any unnecessary burdens of external review.
The Concordat, which is a voluntary set agreement between autonomous external review bodies, was published on the 12th May 2005.

In 2009 and after discussion amongst the Concordat signatories it was decided to simplify the co-ordination arrangements and have a single Concordat Forum which meets up to three times a year.
On 30 September 2009, the Minister for Finance and Public Service Delivery published the Welsh Assembly Government's Policy Statement on Inspection, Audit and Regulation of Public Services in Wales, together with an Implementation Plan that sets out the actions to be taken in support of the principles set out in the Statement.
Seventeen key external reviewers of health and social care in Wales who are all members of the Wales Concordat have today published a report to confirm their progress in collaborative working.
The Mental Health Act Commission was disbanded on 31st March, as part of the establishment of the new Care Quality Commission in England. Its functions in Wales have been returned to Welsh Ministers and will be undertaken on their behalf by Healthcare Inspectorate Wales.
